Dr. Bregman joined the Neustar executive team in August 2011. He is responsible for Neustar’s product technology strategy and product development efforts.

Prior to joining Neustar, Dr. Bregman was Executive Vice President and Chief Technology Officer of Symantec since 2006.

Dr. Bregman’s portfolio while CTO of Symantec Corporation included developing the company’s technology strategy and overseeing its investments in advanced research and development, security and technology services. 

Scott Blake Harris

General Counsel and Senior Vice President, External Affairs 

Mr. Harris joined Neustar in March 2011. He is responsible for Neustar’s legal, regulatory, public policy, communications, marketing and customer relations functions.

Prior to joining Neustar, Mr. Harris served as General Counsel of the United States Department of Energy, where he also served as co-chair of the Broadband Subcommittee of the Obama Administration’s National Science and Technology Council. 

Julian Lighton

Senior Vice President, Strategy and Corporate Development

Mr. Lighton is Senior Vice President of Strategy and Corporate Development for Neustar.  His responsibilities include corporate strategy and mergers and acquisitions, emphasizing both organic growth initiatives and acquisitions.

 Mr. Lighton has more than 20-years experience of leading the creation and execution of highly successful corporate, business unit and new market strategies that produce strong top- and bottom-line impact for Fortune 1000 businesses.  Prior to joining Neustar, Mr. Lighton served as Vice President for Strategy, Planning and Market Development for Cisco, Inc. (a $45bn Network Infrastructure provider), in their World Wide Enterprise Business. In that role, Mr. Lighton was responsible for Cisco’s global go-to-market strategy, business planning, governance and metrics, business intelligence and market development for more than two-thirds of the company’s business.

Additionally, Mr. Lighton served as Vice President of Strategy, Operations and Business Development for Cisco’s Emerging Markets, which included 136 countries covering Latin America, the Middle East and Africa and Russia and Central and Eastern Europe. 

Prior to Cisco, Mr. Lighton held executive positions with Hitachi Limited, McKinsey & Company. and Cambridge Technology Partners. 

 Mr. Lighton holds a BA and an MA in Law from Magdalen College, Oxford University, an MA in Comparative Law from the La Sorbonne, Universite de Paris 1, and a Diploma in Negotiation from the Kennedy School of Government at Harvard University.

Steve J. Edwards

Mr. Edwards is Senior Vice President of Carrier Services at Neustar, Inc. He oversees North America carrier sales, product management, marketing and channel partnerships for Neustar’s global Numbering Services.

Prior to joining Neustar, Mr. Edwards was chief operating officer at Regenesis Power LLC.

Dennis G. Ainge

Senior Vice

Information Services 

Mr. Ainge joined Neustar as Executive Vice President, Corporate Development of TARGUS Information Corporation. He manages Neustar’s Information Services Division.

Prior to this new role at Neustar, Mr. Ainge held a number of executive management positions during his 18-year tenure with TARGUSinfo, including Vice President of Sales, Sr. Vice President of Sales and Marketing and Executive Vice President of Strategic Development.

Prior to joining TARGUSinfo, Mr. Ainge held a variety of sales and management positions with a number of technology companies including Equifax National Decision Systems, Endmark Corporation and Advanced Technology, Inc.

Mr. Ainge holds a B.S. in Computer Science and Business from the University of Dayton and Graduate Studies at George Mason University.

Christine Brennan

Senior Vice
President,
Human Resources

Ms. Brennan is the Senior Vice President of Human Resources. She oversees all human resource programs including talent management and acquisition, education and development, employee engagement and compensation and benefits.

Prior to joining Neustar, Ms. Brennan was Senior Vice President, Worldwide Human Resources at Verisign, an Internet infrastructure company. Additionally, she has served as the Head of Group Human Resources for the Bank of Ireland, based in Dublin, where she worked with the Board to appoint a new CEO and implemented a talent management agenda with a focus on strategic external recruitment and internal development. 

She also served as the Human Resources Director for Barclays PLC's Global Retail and Commercial Banking (GRCB) business, based in London, where she was responsible for all aspects of the human resources strategy and execution in support of the Barclays’ global expansion.

Ms. Brennan has held senior management positions at AT&T, British Telecommunications and Computer Sciences Corporation. Ms. Brennan received a Bachelor of Science in Business Administration from the University of Maryland. 

Alex Tulchinsky

Senior Vice President,
Infrastructure and Operations 

Mr. Tulchinsky is Senior Vice President, Neustar Technologies. He oversees all software development, quality assurance, network engineering, security and operations, IT/enterprise services, integration services, customer support and project management functions.

Prior to joining Neustar, Mr. Tulchinsky was the founder and managing partner of TulchTech, LLC, an executive consulting practice specializing in infrastructure optimization and assessment of technology operations, and was Senior Vice President of Network and Technology Operations at SunRocket, Inc., a VoIP service provider, where he launched major technology initiatives and oversaw all network infrastructure, technology development and IT functional areas.
